Mark formed Tomich Planning Services to bring his 25 years of local government urban and regional planning experience to serve public and private sector clients. He has held responsible positions in several public agencies engaged in all aspects of municipal planning and entitlement, redevelopment, housing, and regulatory compliance. Most recently, Mark served as Director of Planning for the County of Nevada. During his five years in that position, Mark headed up Advance Planning, Current Planning and Code Enforcement. He initiated several large scale projects, including an innovative countywide natural resources study, countywide design guidelines, formation of new park and recreation districts, as well as comprehensive updates to both the General Plan and Zoning Code.

Prior to Nevada County, Mark served for ten years as a Principal Planner for the City of Irvine where he supervised teams of current, environmental, and policy planners. He was also actively engaged in the military base reuse planning process for both MCAS El Toro and MCAS Tustin. Mark started his planning career with the County of Orange, where he served in Advance Planning, Transportation Planning, and Harbors, Beaches & Parks.

Since leaving public service in 2006, Mark has continued to provide his services as a sub-consultant to larger planning firms (primarily specific plan project management and housing element updates), as well as providing independent services to individual clients.

Mark received his Masters in Public Administration from California State University, Fullerton. He also earned a B.A. in Economics from Westmont College in Santa Barbara.

Mark continues to be an active member of the American Planning Association and the Urban Land Institute, and is a LEED Green Associate. He also serves as a part-time instructor with both the Cal State Fullerton and U.C. San Diego urban planning certificate programs.
